And calls on all stakeholders to come together to work on different priority areas, such as: improving leadership and governance, promoting a multidisciplinary network of its professionals, expanding funding for [rehabilitation], and improving data collection and research on restoration.

WHO responds to the challenges identified and promotes the strengthening of health systems:

  • providing technical support and building capacity in countries
  • fostering leadership, priority setting, and resource mobilization
  • developing standards, criteria, and technical guidelines
  • shaping research agendas and monitoring progress
